1854 'C-1' is a hand-made die struck contemporary counterfeit variety struck on a brass planchet; I have not XRF-ed this example at the time of writing this description. Two examples, including this one, have thus far been documented.
 
This example has had a hard life with a fair amount of porosity throughout. This is one of the cheaper quarter eagle counterfeits you are likely to encounter.
