Star-Shield Amateur family variety. Very nice example for the grade. This is the only counterfeit 3cS which has extraneous digits originally punched in below the date; it is suspected the die sinker just messed up on the position and orientation of the date digits.  This variety is pretty rare, and certainly one of the most interested counterfeit 3cS varieties so far identified.
